The City of Devils Lake owns and operates the City Lagoons and Lemna Wastewater Treatment Facility responsible for receiving and treating wastewater collected from the City of Devils Lake and surrounding areas. The Wastewater Treatment Facility consists of three different lagoon cells used for initial settlement and treatment of the City’s wastewater as well as three additional holding ponds that make up the 58-acre Lemna Wastewater Treatment Facility used for final treatment of wastewater prior to discharge into Creel Bay.
 
The Lemna Wastewater Treatment Plan is the only one in North Dakota and is an all-natural treatment system that relies on the growth of duckweed to remove contaminants. The Wastewater Treatment Facility can treat about 3.5 million gallons of wastewater per day during the spring, summer and fall months. City Utility crews use special amphibious harvesters to skim the duckweed off, then load and haul the wasted duckweed to a farmer’s field or to the City Landfill throughout the treatment season.

Private Septic Hauler

The City of Devils Lake allows private septic haulers to dump directly into the City Wastewater Treatment Facility for a specified fee. To begin disposing, fill out and return the following permit to the Engineering Department. Disposal fees can be found in the listed City Fees/Rates.
